Marine research, education center
The City Council will receive a briefing on the feasibility of establishing a Marine Science Center. Mithun, an architecture firm in Seattle, has conducted a six-month study on the feasibility of establishing a public-private center. The consultants will present their recommendations to the council and discuss next steps in establishing this marine research and education facility.

Historic Albers Mill building
The council will take public testimony and vote on separate resolutions that may move forward the development of the Albers Mill building at 1821 Dock St. The Albers Mill LLC negotiated a lower sales price with the Foss Waterway Development Authority – so now the council will vote on approving that and related amendments to the purchase and sales agreement. The reduced price – from $805,538 to $694,988 – is based on the FWDA retaining 45 feet of the south view corridor at a value of $107,430 and other adjustments. Albers Mill LLC has until Sept. 15 to close on the sale. Albers Mill LLC also wants a $1.1 million float loan from the city. The estimated project cost is $7.9 million. Construction is anticipated to start by October. The council also will decide if the building, constructed in 1904, should be placed on the Tacoma Register of Historic Places. If the council approves the designation, Albers Mill would need to secure the approval of the Landmarks Preservation Commission on exterior design. The owner also would be able to participate in the Historic Special Valuation Property Tax program.
LeMay car museum agreement
Can Tacoma start gearing up for a new car museum? The council will answer that question when it votes on a proposed agreement with the Harold E. LeMay Museum. The council will take public testimony on the proposed agreement before the vote. The agreement calls for the city to provide:
– Nine acres of the lower Tacoma Dome parking lot.
– Replacement parking of 500 stalls at an estimated $8.1 million.
– $1.7 million in offsite improvements.
If the council approves the resolution, the city will deed over the property and build the replacement parking after the museum raises 75 percent of its construction costs. The final museum design will take about a year to complete, but its expected the museum will cost between $40 million and $100 million.
Public hearing: Carlton Building
The council will take public testimony on whether to apply for a $2.7 million grant from the U.S. Department of Housing and Urban development to purchase the Carlton Building. The public hearing begins at approximately 5:30 p.m.
