Members of the City Council are scheduled April 15 to consider a resolution that would remove the High-Occupancy Vehicle restriction from the Jackson Avenue on-ramp to westbound State Route 16. In 1995, the City Council requested the Washington State Department of Transportation (WSDOT) to initiate a high occupancy vehicle (HOV) lane restriction at the Jackson Avenue on-ramp to westbound SR16 to alleviate traffic backups and to improve traffic safety. With WSDOT approval at that time, the City installed the necessary signage which eliminated traffic backups into the residential neighborhood on Jackson Avenue. Since then, the construction of the second Narrows Bridge and new capacity on SR-16 has improved traffic flows in the corridor and the HOV restriction is no longer warranted.
