City of Tacoma REQUEST FOR Specification No. TR14-0297F Department of Public Utilities Tacoma Rail Locomotive Repower/ Replacement Project The City of Tacoma is accepting SEALED PROPOSALS for the above solicitation. Submittals will be received and time stamped only at the Purchasing Division, located in the Tacoma Public Utilities Administration Building North, Main Floor, 3628 South 35th Street, Tacoma, WA 98409. Proposals will be received until 11:00 a.m., Pacific Time, Tuesday, November 18, 2014, at which time they will be recorded and forwarded to a Selection Advisory Committee for evaluation. Proposals are not typically opened and read aloud. Project Scope: Equipment, materials, and personnel to replace one 1956 GP20 locomotive with one GP40, powered by a NEW, EMD OEM, EIGHT CYLINDER, TURBOCHARGED, SINGLE DIESEL ENGINE configuration, built for locomotive application, with nominally 2000 tractive horsepower for freight rail switching service. Engine must be certified by the EPA as tier III compliant, including emission reduction technology to meet or exceed current emission standards for new locomotives. Locomotive must be compatible for use in the following ways: (1) yard switching with track curve radius of up to 21 degrees and (2) mainline freight hauling in all weather conditions.
