The summary of the contents of said ordinance, consisting of the title, is as follows: Ordinance No. 28276 An ordinance providing for the formation of Local Improvement District (LID) No. 8661, for the removal of existing asphalt surface and placement of new asphalt, and modifying existing storm drain lines and storm water catch basins, on Proctor Street from North 38th Street north to the dead end.
