Submittal Opening: Sealed submittals in response to a RFB will be opened by a Purchasing representative and read aloud during a public bid opening held in Conference Room M-1, located on the main floor in the same building. After 1:00 p.m. the day of bid opening, preliminary submittal results and names of vendors submitting bids are posted to www.TacomaPurchasing.org for public viewing.

Solicitation Documents: An electronic copy of the complete solicitation documents may be viewed and obtained at the City’s plan distribution service provider, ARC, 632 Broadway, Tacoma, WA or by going to http://www.e-arc.com/location/tacoma. Prospective bidders will be required to pay reproduction costs. A list of vendors registered for this solicitation is also available at their website.

Pre-Proposal Meeting: A pre-proposal meeting will be held on Wednesday March 25, 2020 at 9:00 AM in the second floor conference room of Building A (Sewer Transmission Building) at the City of Tacoma Central wastewater Treatment Plant (CTP), 2201 E Portland Ave, Tacoma, WA 98421. A site tour of the treatment plant will follow the meeting. The meeting and site tour may last until 11:00 AM. Plant staff will also be available for additional tours on the following day, Thursday March 26, 2020 from 8:00 AM to 10:00 AM. The purpose of the Pre-Proposal Meeting and tour are to provide a technical project overview, review the City’s SBE and LEAP requirements, provide an opportunity for facility familiarization, and receive project questions.

Project Scope: The CTP Electrical Distribution System Replacement Project will repair, replace, and rehabilitate the entire 15-kilovolt (kV) Medium Voltage (MV) electrical distribution system at the CTP in the City of Tacoma, Washington. The completed project will build over 3,000 lineal feet of concrete encased reinforced duct bank, install over 20 miles of MV feeder cables, construct an approximately

3,400 square foot concrete masonry unit building for protecting and operating the new electrical equipment, and install a new 15-kV switchgear comprised of approximately 40 MV circuit breakers. The Work will take place at a wastewater treatment plant that continuously operates (24 hours per day, 365 days per year). The Work will have to be carefully coordinated to prevent disruptions to plant operation.

Estimate:$18,000,000-$20,000,000 excluding sales tax
