Residential zoning issues
The City Council will hear an overview of the Zoning Code Update project, including information about the projects residential code phase. Presenters will address residential development standards and accessory buildings, among other residential zoning issues. The public may attend, but the council will not take public comment. The audio portion of the study session will be aired live on Click!, Channel 85, and on Comcast, Channel 77.

2005-2010 Strategic Plan
After three months of development, the 2005-2010 Strategic Plan comes before the City Council for final approval. In drafting the plan, the council met numerous times and took public comment in various forms including a public hearing on April 13. The plan, available at www.cityoftacoma.org/strategicplan or the City Clerks Office, Room 220, Municipal Building, 747 Market St., includes initiatives, outcomes and measurement tools under three priorities:
– A safe, healthy, livable community: A community in which our citizens feel safe, our neighborhood infrastructure reflects our civic pride, our environment and natural resources are protected, and Tacomans have access to affordable housing.
– A balanced, vibrant economy: A diverse regional economy that produces livable wage jobs, retains wealth and increases prosperity, provides opportunities for emerging and existing businesses to flourish, sustains and increases governmental revenues, and creates a nurturing environment for entrepreneurs.
– A results-oriented government: A government that provides efficient, lean and accountable services, collaborating with others to find regional solutions to issues and opportunities; and doing so with a workforce which reflects the diversity of our changing community.
Comp plan update scope of work
The City Council will consider a resolution adopting a scope of work for the 2004 Comprehensive Plan Update. The update, required by the state Growth Management Act, establishes a timeline for plan revisions. The update process will be completed by Dec. 1, 2004. The council reviewed the scope of work at the May 11 study session and held a public hearing at the May 11 council meeting.
Pay, compensation rates
The City Council will consider two ordinances that set pay and compensation rates. The first ordinance sets compensation rates for the International Federation of Professional and Technical Engineers, Local 17, AFL-CIO. The rates would be effective retroactively from Jan. 1, 2004, through Dec. 31, 2004, and covers about 223 employees. The second ordinance provides compensation rates for the International Brotherhood of Electrical Workers, Local 483, Tacoma Power, through March 31, 2007, and applies to approximately 330 employees. The council authorized the execution of collective bargaining agreements with both unions on May 4 and took public testimony on each ordinance May 11.

To recognize the behind-the-scenes contributions of the more than 650 Public Works employees across eight divisions, the city is celebrating National Public Works Week (NPWW) May 16-22. At the City Council meeting, Mayor Bill Baarsma will proclaim May 16-22 Public Works Week in Tacoma.
