City Council members heard the first reading of an ordinance May 10 that would place an immediate moratorium on the establishment or acceptance of land use permit applications for group homes, group residential facilities and emergency and transitional housing for the next 365 days. If approved during final reading at a future meeting, the ordinance would set July 12 at approximately 5:30 p.m. as the date for a public hearing on the moratorium.
