Chronic street population
The first session of the two-part meeting will feature a discussion led by Human Rights and Human Services Director John Briehl and members of the Tacoma/Pierce County Community Partnership. The group will discuss potential strategies for changing the negative environment surrounding the citys chronic street population. Members of a coalition charged with developing long-term solutions to the impact the chronic street population brings to businesses, human services, medical emergency and criminal justice systems, will share the information gained after a year of study and system analysis.
Carlton Building update
The second portion of the study session will focus on the future of the city-owned Carlton Building. Staff will present a market analysis of the building and discuss selling options.
The public may attend the study session but the council will not take comment.

Tacoma Narrows master plan
A plan that outlines the 20-year future of the Tacoma Narrows Airport will go before the City Council. The final plan assesses and directs improvements required to accommodate future aviation demand at the city-owned airport. The council will vote on accepting the master plan, which serves as the budget planning document for the Federal Aviation Administration (FAA) when it schedules grant money for project development and runway maintenance. An advisory committee made up of Pierce County, Gig Harbor and Peninsula residents and business owners, along with airport representatives and city staff developed the plan. The council accepted a draft of the plan in 1999. The FAA regional division manager approved the final master plan. The council will take public comment before voting on the master plan.
Private property blight
Citizens tired of looking at rundown, crime-ridden properties in Tacoma may soon get some relief. The City Council will review a proposal to establish a Chronic Public Nuisance chapter in the Tacoma Municipal Code. The chapter would set up a process where city staff would work with property owners to develop a plan of action for cleaning up neglected properties. The proposed system would help crack down on property owners who have consistent building condition issues and/or criminal activity that have not been resolved through existing enforcement methods. If the council establishes the new chapter, city staff will have the authority to work with the property owners to develop a plan, monitor the progress and impose and enforce fines if necessary. The council will take public comment before it votes.
Rental owners/business community
The council will vote on a proposal where owners who rent or lease real property and whose gross annual revenue from the property exceeds $10,000 will need to purchase a $72 annual business license from the city before the end of the year. Owners whose gross annual revenue falls below $10,000 would need to obtain a business license, but would not be required to pay the fee.
