Submittals will be received and time stamped only at the Purchasing Division, located in the Tacoma Public Utilities Administration Building North, Main Floor, 3628 South 35th Street, Tacoma, WA 98409. Proposals will be received until 11:00 a.m., Pacific Time, Tuesday, October 8, 2013, at which time they will be recorded and forwarded to a Selection Advisory Committee for evaluation. Proposals are not typically opened and read aloud. A pre-proposal meeting will be held at Tacoma Rail, 2601 SR 509, North Frontage Road, Tacoma, WA on September 19, 2013, at 10:00 a.m. The purpose of the pre-proposal meeting is to answer questions about this solicitation and any special or technical requirements. Project Scope: Tacoma Rail is soliciting proposals to establish one or more contracts with qualified vendors for the services of a qualified Running Repair Agent(s) to provide all labor, materials, and equipment necessary to inspect and repair freight railcars and to perform Initial-Terminal air brake tests as prescribed by the Code of Federal Regulations and the Association of American Railroads (AAR) guidelines.
