Retail gasoline prices surged 9.5 cents in the past four weeks, to average $1.215 a gallon, the American Automobile Association said Tuesday. The 8.5 percent rise brings the cost up to its highest level since last November, reversing a long decline in fuel prices caused by low travel during the sluggish economy.
